RESOLUTION NO. 05-472

WHEREAS, presented to the body for deliberation was a letter dated March 17, 2005, from the City Cooperative Development and Livelihood Office asking for funding to finance the request for loan assistance of JACZV, Limited Association, in the amount of One Hundred Forty Thousand Pesos (P140,000.00);

WHEREAS, according to the Certification issued by Mr. Celso Fernando, Supervising Labor and Employment Officer, PESO Officer-in-Charge, JACZV is a newly formed association composed of displaced workers of the then National Steel Corporation (NSC), which intends to access financial loan assistance from the City Government in order to increase production of goods and provide employment opportunities ;

WHEREAS, during its regular session on March 5, 2003, the body adopted City Ordinance No. 03-4300 entitled; “ An Ordinance Prescribing Guidelines for the Implementation of the Memorandum of Agreement (MOA) entered into by and between the Republic of the Philippines and the City of Iligan for the One Million Pesos (P1,000,000.00) Loan for Lending to Small and Medium Enterprises (SME) under the “One Town, One Product, One Million Pesos Program of the President”, Providing the Same with the Implementing Guidelines.”

WHEREAS, approved during the term of former Mayor Franklin Macalisang Quijano, Section 1 of the said ordinance mentioned that the title of the program shall be “Greater Monetary Assistance-For Manpower’s Quality” (GMA-FMQ) FMQ which is the acronym of the former Mayor;

WHEREAS, since the application of the JACZV is filed at this present administration the rallying call of which is BANGON-Iligan, there is this proposal to amend City Ordinance No. 03-4300, and to change the acronym, in reference to the effort of the incumbent leaders of the city;

WHEREFORE, on motion of Member Vicente F. Belmonte, Jr., duly seconded by Member Providencio P. Abragan, Sr.

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of Iligan, that the following Ordinance be ADOPTED and APPROVED:

CITY ORDINANCE NO. 05-4763

AN ORDINANCE AMENDING SECTION 1 OF CITY ORDINANCE NO. 03-4300, ENTITLED; “ AN ORDINANCE PRESCRIBING GUIDELINES FOR THE IMPLEMENTATION OF THE MEMORANDUM OF AGREEMENT (MOA) ENTERED INTO BY AND BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE CITY OF ILIGAN FOR THE ONE MILLION PESOS (P1,000,000.00) LOAN FOR LENDING TO SMALL AND MEDIUM ENTERPRISES (SME) UNDER THE ‘ONE TOWN, ONE PRODUCT, ONE MILLION PESOS PROGRAM OF THE PRESIDENT’, PROVIDING THE SAME WITH THE IMPLEMENTING GUIDELINES”. BY CHANGING THE TITLE OF THE PROGRAM FROM “GREATER MONETARY ASSISTANCE-FOR MANPOWER’S QUALITY” (GMA-FMQ) TO “GREATER MONETARY ASSISTANCE-BANGON – ILIGAN”.

Be it ordained by the Sangguniang Panlungsod of Iligan in session assembled, that:

SECTION 1. – Section 1 of City Ordinance No. 03-4300, entitled; “ An Ordinance Prescribing Guidelines for the Implementation of the Memorandum of Agreement (MOA) Entered Into By And Between the Republic of the Philippines and the City of Iligan for the One Million Pesos (P1,000,000.00) Loan for Lending to Small and Medium Enterprises (SME) under the ‘One Town, One Product, One Million Pesos Program of the President’, Providing the Same with the Implementing Guidelines”, is hereby AMENDED as the same is hereby AMENDED by way of changing the title of the program from “Greater Monetary Assistance-For Manpower’s Quality” (GMA-FMQ) to “GREATER MONETARY ASSISTANCE-BANGON-ILIGAN”.

SECTION 2. Repealing Clause. All previous ordinance, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 3. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 4. – Effectivity.-This Ordinance shall take effect ten (10) days after the publication of a local newspaper.
